Instruktsiya po Vyzhivaniyu (IPV) is a cornerstone of the Siberian Punk movement, a scene characterized by its isolation from Moscow's more polished rock circles and its intense, lo-fi aesthetic. Formed in Tyumen in 1985 by Miroslav Nemirov and later led by Roman Neumoev, the band's history is inextricably linked with state repression; their first performance led to members being forcibly conscripted into the army.

Their sound is defined by a 'garage' approach to post-punk, utilizing high-gain distortion and primitive recording techniques that became the blueprint for the 'Siberian sound.'
